Who can order it

Anyone. The Secretary of State publishes the files openly under Ohio law, and the statewide voter registration database is a public record (Ohio Rev. Code § 3503.13). Phone numbers, emails and ID numbers are kept out by law.

Tips before you order

Big county files have more rows than Excel can open. Download your State House district file instead if it is smaller, or use a database to cut out your district.
Download the Voter File Layout from the same page. It explains each column and the vote history codes.
Some county boards post their own free files too. Franklin County posts city, township and school district files, and Cuyahoga County posts lists for each city and Cleveland ward.
Voting history uses one column per election. Look at the May and November odd-year elections to find voters who turn out for local races.
Phone numbers are not public in Ohio. Collect them at the door and record them in CampaignKnock as you go.
