Who can order it

Anyone. North Carolina voter registration records are public (G.S. 163-82.10), and the State Board posts them for download with no application or fee. Birth dates, email addresses, Social Security and driver's license numbers are confidential by law and are left out.

Tips before you order

Download your county's file, not the statewide one. The statewide file is several million rows, far more than Excel can open. Files are numbered by county in alphabetical order (Durham is ncvoter32), and the layout file lists every number.
Filter on voter_status_desc before you do anything else. The file also includes REMOVED and DENIED records, which you should drop. Keep ACTIVE, and INACTIVE if you want voters who may have moved.
Even the biggest county files (Wake and Mecklenburg) are about 1 million rows, just under Excel's limit. Delete the columns you do not need to keep them manageable.
The county_commiss_desc column is blank in counties that elect commissioners at large, such as Durham. In that case the whole county is your list.
In Durham County about half of voters have a phone number on file. Collect the rest at the door and record them in CampaignKnock as you go.
