Who can order it

Anyone may ask. Arkansas law lets county clerks reproduce the voter list in any format they can provide and charge only reproduction costs, capped for electronic lists (Ark. Code § 7-5-109). The Secretary of State says no state law restricts how released voter data is used.

Tips before you order

Ask for the electronic list, not paper. Printed lists can cost up to 2 cents a name, while an electronic list tops out at $50.
Name your exact district, such as a city ward or school zone, and ask for active voters only unless you want inactive voters too.
